How can I cancel an order once the buyer's 3-day window request is up?

I was out on an unexpected leave and came back to see an order that was long overdue. Both me and the buyer want to cancel the order, but the buyer already made a request to cancel the order long before I came back, and now I can't cancel the order as the 3-day time window is up. It says to "contact the buyer", so I'm assuming it's asking me to request the buyer to open up another cancellation request, but the buyer is unable to do so. Any advice is greatly appreciated.

You are unable to just cancel it yourself?

Unfortunately no. There was 3-day window for me to cancel the order, but its over. eBay is telling me to contact the buyer to open up a new cancel request, but they're unable to do so.

If you decline a cancellation, even through inaction, no second cancellation can take place from either side.  You can, however, just refund the buyer and archive the order.
