I see no link to report a buyer. For any violation.
I know it is a violation for a buyer to mention feedback when asking for something she is not
entitled to under the terms of the transaction and ebay requirements.
How can I report a buyer for feedback extortion?

donsdetour, I read that already. There is nothing in it about this specific situation: when a foreign buyer returns something an asks for more money for return shipping than ebay said I need to give him.

I went and loked and you are in the drivers seat..you are a TRS and have 30 day returns
if you have taken back a return then you are good to go....you cant get bad feedback with returns since you are at the top.
as far as feedback extortion that has little to do with this return
I get 24 returns a year and none of my buyers can leave me bad feedback.
sellers mentioning postive feedback with a transaction is weird....its usually a negative they want to mention

Was this ship to a US location or out of country??
Even if US, they could be traveling is what ebay says....
You seem to be in a no win situation...
I would just go with he return label and if they don't:
And go from there... see what happens...
Which eBay still will most likely refund them after all the time they give em...
As for the feedback extortion.... it has already been given advice...
I would not give em more money for a return.

This transaction can become problematic, therefore, respond to the buyer in a sweet and friendly tone and don't mention feedback extortion. Anyway, what exactly is the buyer trying to squeeze out of you for free?

You don't need to invoke "feedback extortion", but you are free to report the buyer if you feel that is appropriate (understanding that you have said you already reported the buyer). Now that the refund has been made and the return is closed, the buyer should be blocked from leaving negative or neutral feedback. If they have already left bad feedback, or if they do anyway, it will be removed. This should be automatic, but may take a few days (they used to review and remove on Wednesdays, IIRC).
Note that there are some circumstances where the seller may lose this protection; one of those would be if you had not followed your own return policy (i.e. if you had not accepted the return, or not refunded the buyer).

Most every seller who gets an unhappy buyer that mentions feedback calls it extortion. In reality it may not be extortion at all. Sometimes a seller is willing to "negotiate", or "work" with their customers to keep them happy. There are ways out of a bad situation. You can offer a partial refund, allow the buyer to just keep the item, or just forcing a buyer to return said item. We would need to see the exact message from the buyer before telling you if in fact it is truly extortion.
