In your seller hub active listings, click the "send offers - eligible" tab, which will open up this page: https://www.ebay.com/sh/lst/active?pill_status=sioEligible&action=search If you have eligible offers, you'll have the ability to send offers to watchers.
If you don't see the tabs, make sure your menu is open. Click the arrow next to quick filters to open up the tabs.
Eligible items for sending offers are items a buyer opts to watch or items added to cart that have been there for at least 5 days. That said, if the buyer has chosen not to receive marketing and sale emails from eBay you will not be able to send the offer.
