I had someone bid up my item until they were high bidder and won the item. Unfortunately they never paid. I tried to cancel the order after 4 days but I only see the following reasons for cancellation. None of which are accurate reasons. How do I cancel the order for the correct reason? Are there any other remedies so I don't get charged and can relist the item? I guess I'm just wondering what are the proper steps. I did ban the person from ever bidding on my items again. But why is it so confusing and difficult to cancel a listing that someone doesn't pay for? And why do I have to wait 4 days?

Did you wait 4 FULL days?
After 96 hours the option "buyer did not pay" should be there.

The option to cancel for non-payment should appear after 96 hrs (I guess from the exact time of purchase)...unless you have subsequently sent the non-payer an invoice. That action will extend the 96 hr time frame from the time of the invoice.

If you sent the buyer invoices as a reminder to pay, the clock to cancel for nonpayment restarts adding an additional 96 hours.
If you're inclined to send invoices I strongly recommend you don't unless the buyer requests it for combined shipping.

Others already mentioned the invoice issue which is why I suspect you do not see the non-payment as one of the options. In addition to sending the buyer an original invoice eBay sends reminders automatically. You can also setup your account settings to automatically cancel the order if the buyer has not paid after 4+ days. In your account settings under selling edit the preferences for items awaiting payment.
Set the following to automatically cancel unpaid items after 4, or more if you wish, days.
