I recently was trying to figure this out myself, and after finding no solution resolved it on my own.
01) To add an item to an existing promotion, go to Markdown Manager and click the arrow next to the existing promo.
02) In the dropdown menu, select "Edit."
03) On the next page there's an option to "Add Items."
