Hi, Is there a way to block buyers with 0 feedback?

Hi, Is there a way to block buyers with 0 feedback? I heard about it, but went into Buyer requirements and I can only choose -1 , -2, -3 of feedback.

I want to do this because I was recently scammed by a new user with 0 feedback.

Not sure why you would want to block a person with 0 feedback, everyone has to start somewhere. 

You can block any buyer. See eBay's link below:
