I created account two weeks ago and The approved my account but the Global payments Ara under review yet.So can someone tell me.why is this happen?

Not yet, as far as I know, eBay does not accept Payoneer for selling in Sri Lanka at this time.

are you being told you have to sign up for Managed Payments? If so Payoneer won't help you. I have seen a few posts from Sri Lankan sellers who have been unable to register for Managed Payments. I get the feeling that Managed Payments may not be available in several countries like yours even though sellers over there are being asked to sign up they don't seem to be able to.

eBay has been rolling out Managed Payments for 2 1/2 years, and there has always been a delay between when the seller registered for it, and when their account was activated for Managed Payments. It usually takes sometime between a couple of weeks to several months. So as far as we know, this is perfectly normal.
I know that eBay has started to ask sellers in Sri Lanka to sign up for Managed Payments in the last week or two, but I haven't heard that any have been activated for it yet. The sellers probably won't think to come back and tell us when they are activated.
eBay must be activating a great many sellers in many countries with Payoneer at the moment. It may take them a while to catch up. That was the case in the USA when they signed up a large number of sellers at once.

If / when your government allows you to accept incoming foreign funds into your bank, you can enrol as a seller and provide bank details and proof of identity to eBay when they request it and they will put you into managed payments, without this you will not be able to be paid.
Just having a Payoneer account is not going to help you as Payoneer is simply the money processor eBay uses to transfer money to your bank account and does not work the way Paypal did to pass funds on to you

@downunder-61, I don't believe that is correct. According to eBay's published info, for countries that are using Payoneer, the seller's money is being deposited by eBay into the seller's Payoneer account, not into their bank account. This is clearly shown in the diagram at the bottom of the screen shot below.
Payonneer does currency conversion, and one of the few ways of taking money out of a Payoneer account is by withdrawing to a local bank account. So perhaps they are complying with the Sri Lankan law by only allowing funds to be withdrawn in the local currency.
Payoneer has been operating in Sri Lanka for some time already, as far as I know. PayPal couldn't comply with the Sri Lankan law, and they were prevented from providing seller services there. So if Payoneer is able to provide seller services there, then they must be able to comply with the Sri Lankan law.
