I don't seem to be able to find any help with an issue
I have setting up a payment account, I think it is a problem
with the way the system is set up. Does anyone have an e-mail to contact a
real person? My issue isn't covered anyplace. I'm appalled I can't
talk to a real person, but maybe I am missing something.

To set up a Managed Payment account you need a checking account in a bank in your own country.
The account will receive transfers from MP usually weekly* and occasionally eBay may pull money from the checking account.
Don't Panic!
This month my Store subscription fee came due on Wednesday but my weekly transfer was on Tuesday .when So there was no money in MP and eBay pulled their fees** from my checking account.
Does a "current checking" account allow automatic payments and similar draws?
You may also be able to use other ID.
Americans are told to use their SSN.
You can also use driving licenses or passports or bank statements if your bank still sends those.
The "real humans" are not on the phone***.
You will do better with the written conversations you have with Help & Contact->Chat or with social media.

These are well trained eBay employees with some authority to correct problems.
*There are other options.
** One weakness of MP is that the seller cannot leave a balance to cover these occasional fees.
**** They are real people and very nice but those are sub-contractors who do not work for eBay, are trying to meet a quota, and have very little authority.
