Hello, Were do I fine a member's feedback profile I have a listing with a bid from this member I want to look up when they open an account, were they are located, check there feedback.
How do I do this? I been getting a lot of non paying bidders.

Click on their feedback score and you will the same information that I see for you.
It tells when you joined, etc. It also lists any feedback as buyer, seller, and feedback they have left for others.

You can click on their username. It shows the details.
Since buyers can only receive positive feedback, there isn’t much to look at.
When a user opened their account really means nothing. (How long after you registered did you become trustworthy?)
If you set your buyer requirements to block bidders in locations you don’t ship to, only bidders within your chosen areas will be able to bid.
With Managed Payments there is no way to block international bidders IF they have a USA shipping address. Some will send to a friend or relative or maybe a freight forwarding company. Maybe they live close to the USA border and rent a po box stateside.
If you are using USPS calculated shipping or a flat rate box, there is no reason not to ship to the entire USA.
Make sure to follow through with the unpaid item process when your winning bidders don’t pay.
Add them to your Blocked Bidder List.

Hello, Iam the seller, I went onto my listing I have one bid I clicked on the bidders ID and I get nothing Iam thinking it's a ghost bid and they will not pay I will have to open an unpaid case .
Think it's coming for an other Ebayer who I canceled their order before they paid, my listing all state shipping to the 48 states they are in Singapore they have done this 2 times already.

What do you mean by a "ghost bid"?
The ID and more usefully the FB score should give you exactly the information in @na_833338 's post.
The best way to avoid Unpaid Item Disputes is to use Fixed Price listings and to opt for Immediate Payment Required. This gives you up to 30 days of exposure or until someone actually pays. And the listing will automatically renew for another month if it doesn't sell.
Since you know the customer is in Singapore you can revise your listings (if you have no active bids) to Block bidders from outside the USA.
You can also Block bidders who have Strikes for Unpaid Items.
If you only give shipping costs for the USA, your listings will not be seen outside of the USA. If you use Calculated shipping you customer will see the shipping cost to his doorstep wherever he lives.
BTW, correct me if I'm wrong, but doesn't the USA have 50 states? I'm not American so perhaps I imagined that.

I think the OP is confused with the 48 contiguous states in the US. AFAIK you can't just sell to the 48, it has to be the entire country including it's territories.

You are correct the U.S. has 50 states plus the District of Columbia as well as 14 territories. If you want a good laugh Google "Most Ridiculous Geography Questions" on Google.

I have always felt the same way..
I've shipped to APO's several times, never any issues..
But I'm from a long line of military and my husband is an AF vet so....

Problems with APOs go back aways I think......... The tracking shows delivered to the base, but not to the individual. The military takes charge of the mail then....... Some sellers were afraid/some experienced ND claims......
