Hi, this reminds me of a scarf clip, though a bit small for that purpose. Do not recognize the coat of arms, sorry.

It's a shoe clip, they came in pairs. I. the 60-70s coat of arms jewelry ect was popular. Most of them didn't have a registered coat of arms, since some families guard theirs closely, and have even gone so far as to copyright them.

I believe it might be a clip for a golfers visor hat. I have one that I am attaching photos of. The center might be magnetic to sit down in the well around the dental molding edge. With your fingernail, gently press the very exterior edge of the COA logo where it meets the dental molding edge. If the other end pops up, it is a golfers ball marker to mark ball placement on the green before putting.
