Just got this buyer's claim that he received two LED lemps instead of a pair of shoes. I NEVER IN MY LIFE have seen the LED lamps he posted pictures of.
My thought now is that if I have accurate USPS weight proof and ask the buyer to weigh the lemps probably it's a easy win.
Any idea?

You can report him at any point you like. But I would wait until everything is done before reporting him so you have a complete accurate account of information to include in the report. You only get to report a buyer once for every purchase they make from you so make it count.
I generally report the buyer just before I refund them and close the return or case. Seems like someone else already mentioned about the scare tactic. Personally I’ve had a few buyers stop after that move, and it’s good to include a police report in the scare tactic too. Just word everything so it sounds professional and not like you’re accusing the buyer of anything. I like ending it with needing some reply from the buyer like I’ll need your contact number for the form. So that way they know they should respond to you with something.

If you plan to go the court route, you would need to pursue that in the state in which the buyer lives. Does the dollar amount which you claim justify travel to another state, legal costs, food and lodging, etc?
By the way, your "no returns" policy is ALWAYS trumped by eBay's "Money Back Guarantee" policy -- NO exceptions. Ever.
