I had a shirt for sale that this buyer kept messaging me about, asking if I would take a very low offer. I said no, he kept messaging me about 5 more times so i blocked him. (I also noticed that he has left negative feedback for almost every single transaction he's done). As soon as I blocked him, he used another account to buy the shirt (same town and state). He just recieved the shirt today and messaged me complaining about the shirt saying it doesnt fit him. I have given all the measuremetns on the shirt in the description. If he leaves a negative feedback saying shirt doesnt fit will I be able to fight it with ebay?

Same city and state isn't proof. Unless the buyer tells you he bought the shirt with malicious intent, nothing to do about it. Feedback wouldn't be removed unless it violated those policies.
You usually won't know when any eBayer uses a different username, anyway. The BBL causes problems and makes sellers feel like they have some sort of control. Buyers choose sellers, not the other way around. Just continue to handle the occasional buyer issue and return request in a businesslike way.

Ask him to return for a refund. He will probably neg you anyway. Still, since eBay will know who he is, I would take it up with them if he leaves a negative. These are the kind of buyers need to kick off ebay.
