I need help because I am getting absolutely no where with Ebay online customer service. In July of 2020 (a high issue time for USPS during the pandemic) I started having alot of issues with buyers not receiving items and opening cases. It was quite a few in July 2020 and August 2020 so much so that it shut my Ebay account down for a bit of time. I eventually made it out the other side with my account back open and everything back to normal around December 2020. Now all of the sudden in June 2021 I have been restricted from using the promted listings option on my listings. I was selling a lot last year and now I get a few sales every few days. Why now is my account being penalized(a year later)? If it's because of a yearly evaluation will I be restricted for a full year or will it lift once these defects drop off in the in next few months. I'm just genuinely confused as to why after a year with no issues this is suddenly coming up? I appreciate any help I can get.

I'm going to go out on a limb here; but I don't think most eBay sellers even use the promoted listings option -- it just seems like an additional way for eBay to make more $$$ from our businesses.
So, if that's the ONLY restriction that you're encountering, not to worry -- you're actually saving money!
Unless I'm mistaken, I believe that evaluations are quarterly -- so your next evaluation should be September 20 -- lotsa time for improvements.
Why so many INR cases? Aren't you using a tracking number?

I actually use promoted daily. It is about the only way things are selling for us, unfortunately.

I was an inexperienced seller and getting 40 -50 sales a day during the pandemic. My USPS guy hated picking up packages from everyday and never bothered scanning them. I had customers tell me they received their items even though they never tracked so it was all a huge mess with USPS. There are things I should have done like demand they be scanned and had 1 scan sheet to cover all my packages but I know now that I bit off more than I could chew at the time. My real question is why is this coming up a year later after I've had no issues since December 2020. Why is this happening now?

When my Dad became ill and passed after several months I was underwater with getting my items out on time. I was restricted from promoted listings for about a month before I got my shipping under control.

"...getting 40 -50 sales a day during the pandemic."
And you only have 357 feedback? That seems off....
"My USPS guy hated picking up packages from everyday and never bothered scanning them."
Its not optional, its his JOB. If he refuses, go over his head, even if it means going into the local PO and making them do it at the counter. That acceptance scan is vital. And they cannot refuse to do it.

@1786davycrockett I think you are right that its a low % of Sellers who use Promoted listings but those of us who do, use them effectively. I run at least one 30 day Campaign per quarter to take advantage of the $ 30 AD fee credit eBay gives Store Owners for Promoted listings, that's using house money so it is not a bad choice.
The OP's account, like all Sellers, is evaluated on the 20th of each month for rating adjustment (if any) for the following month where a change will actually take place. So until their account changes back to TRS they will not be able to use PL.

@weath.ann This is probably not what you ant to hear but taking packages to the Post Office and standing in line to get them scanned is the best protection against Late shipping defects. Pre printed labels means that other than waiting for customers ahead of you paying at the counter the wait time for scanning is short.
eBay evaluates accounts on the 20th of each month and if you status changes it is implemented on the 20th of the following month. So this week you should already know if your status will change July 20th.
Out Post Office never closed after Covid hit and the workers there still wear masks as do many customers who enter the building.

"Out Post Office never closed after Covid hit and the workers there still wear masks as do many customers who enter the building."
I am very fortunate to live in a rural area (with an awesome Post Office and workers there); the counter clerks never had to wear masks and they did not enforce it on us customers.

And that proves what?

Not true. This is a result of DeJoy and his dismantling of longtime USPS functions and service parameters.

No need to make this political, I was simply responding anecdotally to Mr_Lincoln.

IMHO no one here can answer that question, and neither will eBay.
If eBay told sellers exactly what triggered restrictions, then sellers would find ways to game the system.

@weath.ann Sorry I did not respond to the highlighted part on my post. I could not find the metric's chart on this but based on a Seller's volume they are reviewed on either the previous 90 days (or 3 months) or the previous 12 month period. And if memory serves, the cut off is 400 transactions in the last 90 days. The higher the transaction volume the shorter the review period is. So your transaction volume will dictate how otfen your account is reviewed.
