Well, got this person who is new since Jan. of this year, has purchased 36 things and has 100% feedback, emails me and says he's really like to buy the item, but he's "had a few strikes" and could I "remove my restrictions so he can purchase"?........I of course wanted to inquire what he means, but it seems all too fishy to me, and so I'd rather just ignore him. But I know that is not very nice...so before I reply I thought I'd ask here! WHAT restrictions is he refering to? And what could the strikes against him be? His feedback looks good....I am a bit confused by it all!

Non-payment strikes. You probably have your settings at not to sell to buyers who have had 2 or more non-payment strikes on their account.

Buyers can only receive positive feedback..they all look good.

Check your buyer's record/log. Chances are, he has been blocked from bidding. If he has 2 or more unpaid item strikes, most likely he has been blocked if you have your block set up to block those with two or more strikes in a year.
You chose and set up that block for a reason; you don't owe the buyer an explanation, and you might want to let our block stand and simply not respond to the buyer. To be sure, you might want to add that id to your blocked bidder list. Of course, your call.
He probably has more than 2 unpaid item strikes because Ebay automatically forgives the first one, and tells the buyer so, in addition to saying don't do this again.

I get these from time to time and I can tell from my blocked buyer log that it's a tiny fraction of those who have been blocked.
If they can politely ask and a mea culpa I generally add them to my exempt list and they have always paid.

Of course his feedback looks good. ALL buyers feedback looks great.
They have not been able to get negatives since 2008.
It is the feedback they leave for others that can be very revealing.

Gosh, wow....and I don't even have blond hair! Duh, yeah, I forgot about how they can't get bad feedback! Well, I guess that is prob. the deal; non -payment...def. don't want to deal with such a bozo. At least he / she was honest about it...but nah, I will just ignore him I think. Or, might let them know I have the restrictions for my own protection, and the item they want will most likely still be available down the road when their strikes are removed. But that seems mean too....better to just be ignore-mean than taunt-mean! lol! Thanks everyone!!

Besides, he already knows what the problem is/was; that was why he contacted you, and said he has a few strikes and asked you to remove your restrictions.
Your silence would be your no to removing them.

Twice I've put buyers that were blocked for non-payment strikes on my exempt list. They both paid promptly and were happy.
Both were fairly regular buyers, so 2 unpaids were a bit more forgivable than a person with 2 feedback that got caught up in a buyer requirement block.
I even reduced my limits to 2 in 6 months with no problems.

I let one guy bid, we had some back and forth about it before I Expemted him, he won virtually every listing I ran that week... for pretty high dollar... and then took about 2 weeks to pay me! He did though, and all went well.
I just took the unpaid item block off entirely about 3 years ago. My review of the buyer requirements log showed a lot of buyers with four digit feedback who were buying lots of stuff, and had been on eBay for years, it appeared I was mostly blocking bidders who would pay, and all that was doing is costing me bids and final selling price. I've had very few unpaid item problems over the years, and it didn't seem to get any worse when I removed the block.
I have no doubt different buyers in different categories might produce different results though.

OP, you have International blocked on the couple of listings I looked at. Because he is being shift about the reason, it could be that. If so, you will regret letting them bid.
Blocks are there for a reason, I am not so desperate for a sale that I want to do business with someone who has abused other sellers.

BOZO? Seriously? I have TWO strikes out of the 1000+ purchases I've made this year. Am I "such a bozo" too? Try not to judge people so harshly in life. " don't judge, lest ye be judged". There are circumstances out of our control sometimes. Mine, was a hurricane. Ever made a mistake before? Had an accident? Or have you never been a "bozo"?

Nobody was judging you. They were judging a member who has managed to get two nonpayment strikes despite being a member for only two months.

@castlemagicmemories, where is the buyer's log? I used to be able to find mine. I think I used to find it when I checked the Detailed Seller Ratings link to see if anyone tried to bid on something and wasn't able to, but now I can't find it. Thanks.
