I've reported him already because I know this isnt the first time it's happened. BUYER's must include tracking or you WILL lose money. This guy has the card I sold him on sale in his Ebay store, and opens a case saying he didnt receive and to send tracking to prove it. I called Ebay and they basically said "sorry for your luck". Seller's are at the mercy of smart, shady buyers like this and ebay will do nothing to mitigate the situation. Want something free, just buy it and hope there's no tracking input, then say you didnt receive. Guess what, it's yours! FREE! I hope karma comes back and bites this guy

I hate to say it but you need to have tracking on every single item unless you don't care about losing money. Also, you cannot name a buyer on here. I'm afraid it's against the rules.

Unfortunately some people will take advantage if given the opening. All sellers have to make the decision as to whether or not to take the risk of no tracking. If your item will not sell by charging for the shipping cost, then hopefully you make enough by offering no tracking to offset these losses when they occur.
Ebay will cover you if you have tracking proving delivery---that is their protection.

You need to request to have the mods edit your post and remove the name right away (use the 3 dots to the right of your post title).
They can and will restrict you for naming names.

eBay does something about it - they provide a seller protection policy that says you are protected if you have tracking that shows delivery. The details of seller protection are available for all to read.
If you don't take advantage of the EXISTING protection and then lose, either you are ignorant of the policy or you are making a conscious decision that you can afford to take the loss if a buyer does not get the item or claims he does not get it.
Smart sellers are not at the mercy of anyone in the case of false Item Not Received claims. They know the risks and evaluate what level of that risk they can handle.

I havent shipped anything without tracking since it was invented SPECIFICALLY for this reason - the buyer can say I never got it but you can shoot back, yes you did here's the delivery confirmation from the post office! Boom! Case closed (Law and Order chum-chum sound goes here).

Sorry this happened to you, and it does happen occasionally to sellers who don't use tracking on their shipments.
Ebay has protection in place for you based on your using tracking numbers which will prove delivery occurred. When you opt to NOT take advantage of eBay's protections, you can't then blame eBay.
You just got a stinker of a buyer.
