This is my first post. Apologies if it is in the wrong place.
Last month, someone who resides in Japan purchased a $12.50 sticker from me. I was using eBay's International shipping, but charged $5.00 to ship to one of eBays hubs. My assumption is that at the time the buyer went through check out, he was made aware of the cost to ship internationally and the approximate time it would take for the item to arrive at his address.
I received neutral feedback and a long dissertation about how unhappy he was the shipping charge and length of time it took to get to him. What I don't get is that he was provided with all of this information prior to making the purchase, yet he chose to get on a soap box and complain.
I have asked that he change his feedback and he refuses. In his written explanation addressing his justification for the feedback, he says that his choices for feedback were neutral of negative. I have reached out to eBay and asked for help and have gotten nothing but lip service and a bunch of stuff to try and make me feel good about selling. All of that said:
Doesn't this read that I am protected against just this?
Whom can I contact within eBay to get this resolved? The folks that I have heard from do not seem to speak English as their primary language. So, I think there are some language barriers that are playing into this.
I am sorry for the lengthy post. I'd really like to get this fixed.

I can understand why the OP is upset, Ebay makes it sound like all you have to do is get the item to their shipping hub in good condition and that's the end of your responsibility. If this happens to me I'll remove international shipping from all my listings.
I've sent around 50 items out using EIS only had one issue, buyer started an INR Ebay paid them right away and it didn't effect me at all. I did see that the buyer received their order two days later.

OP has a valid point. It states in eBay's policy that any negative or neutral feedback left while using eBay's international shipping program which they used will be removed.
OP is absolutely 100 percent correct and the neutral feedback should be removed regardless of metrics etc. This is eBay's policy not his/her

Next time remember that your response to negative/neutral feedback is a marketing tool.
You are speaking to prospective customers in those responses.
You want to state the facts dispassionately and professionally.

Feedback was broken in 2008 when they took away non-paying bidders and other nightmare buyers abilty to receive negatives.
It became even worse when toolhaus shuttered.
I absolutely do not trust ebay to do the right thing and punish or remove problem buyers

If you utilize the tools available to us to block buyers with multiple strikes against them within a 12 month period, you'll benefit far more than you ever would have by leaving retaliatory feedback. No retail store would do that, and no other marketplace that I know of allows buyers to get negative feedback, except Facebook Marketplace, and I don't even know if it's public there, but since that's a very different platform it's expected things would work a bit differently.
What would you prefer: to run up your cancellation rate because you saw negative reviews after a sale and decided you didn't like the buyer, or to have them automatically blocked from purchasing from you because other sellers had filed for non-payment cancellations properly?

I already do that.
I would also like the abilty to vet a buyer like I could easily with toolhaus.
I would also like an automatic block on buyer that has "left x negative feedback in x months" or a buyer that has "started x returns in x months"
Ebay would be much better off without serial problem weirdos
