Has the Duplicate Listing Policy been abandoned?

I have noticed that many duplicate listings with stock photos are being used to dominate search categories. I know this was a problem for some sellers because similar but different listings would be wrongly flagged but this policy protected us from search manipulation by sellers who used this method to block competitors listings by pushing them farther down in the search list.  Have all the policies designed to keep us sellers on a level playing field been scrapped to promote the pay to play scheme?

Are they actually duplicates or is there a slight difference in the header?  an extra space at the end makes it a different listing.

Are they posted by the same seller or different sellers? 

If the are posted by different sellers then they are not duplicates. 

If they are posted by the same seller they could be duplicates but wording may be slightly different. Because ebay's system is set up in such a way that identical listings are flagged with a big big red banner ebay prevents the seller from listing when the listing is identical. If it does get listed, it is hidden.

The duplicate listing policy still exists.

It's just hard to police because many "duplicate" listings are actually slightly different.

Yes its been abandoned, I gave up trying to get ebay to do anything. I've seen 6-8 exact new in package listings and nothing done, also its not hard to fool ebay's bots, just put a #1, #2 or #3 at the end and its good,   or list as green black, then  black green. The sellers think then fooling ebay and making more money but actually losing money, ITS called supply and demand, flood the market, prices go down.

Every listing has a report link.. Report the duplicate listings.

The policy still exists, but it seems to be selectively enforced for many reasons listed by others on the forum. I think it is just a lack of policing.

I've got some competition with 180+ duplicates.   Report and Report and Report some  more....
eBay hasn't done anything about it.
Report some more and more and more.
Still nothing.
And I mean exact duplicates

Even when you call in and the CS says WOW!, I'm on it, then "crickets". I gave up reporting them when I notice how much time I was spending doing it.

It sure looks like it!, Constantly seeing duplicate listings, I even put in a complaint one one because it was extremely excessive, Nothing was done!

Sellers are blocked from listing "exact" duplicates. It is real easy to get away with thought because all you need is one slight word being different for the bots to not catch it. It could be an extra period or anything.
