This thread was useless and did not help at all. I wasn’t what for advice or opinions on shipping. I was asking for help contacting as a hard of hearing seller who cannot talk over the phone.
How we I was finally able to get to contact someone via chat. It’s ridiculous how inaccessible eBay is for HoH or deaf users.

The only item showing on your "Completed" sales was from June 15, and that is shown as being a domestic shipment.
If you definitely shipped by eBay International Shipping (EIS), and NOT eBay Standard International Standard Delivery (ISD), your shipped item becomes the responsibility of eBay at the time that it has been confirmed arriving at the eBay shipping hub in Illinois.
If you actually did ship using EIS, your buyer needs to contact eBay regarding any non-delivery problems, and not YOU -- the buyer can open up an "item not received" case against eBay, although it is probably too early for that, if the shipment was only mailed within the last two weeks.
Are you sure that you didn't actually ship the item as eBay Standard International Delivery? You would have had to fill out a customs form.

That is one of the beautiful things about EIS hub, you just need to get the package to them, and they take care of the rest...hopefully you did ship EIS and not standard international delivery...two separate ways to ship.

If you're in the U.S. you will only see U.S. shipping method(s) offered for that item (Priority Mail), but if you change your location to another country (I used the UK), the international shipping method offered to you then is USPS First Class Package International.
@miranda2312 : Did you use USPS First Class Package International (FCPI) for your shipment directly to the buyer? If so, which country are they in? Some countries do offer FCPI tracking data all the way to delivery, but others do not. You can find the current list of e-DELCON countries that offer FCPI tracking on the USPS website here:

Note that although you can buy this shipping service through eBay, that is not eBay International Shipping (eIS). You have to qualify in order to offer eIS as an international shipping method, and as a new or infrequent seller, I don't think eBay will accept you for eIS shipping yet.

On each Ebay page there is a link to contact Customer Service at the top of the page and again at the bottom of the page.
I would suggest that you contact Ebay for Business on Facebook, Instagram or Twitter for the better trained CSRs. There you can type out your messages and send to them so they can try to help you.
Here are your options for contacting Ebay Customer Service. Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.

https://www.facebook.com/ebay
https://www.instagram.com/ebayforsellers/
Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.
