Handling fee missing in bulk editing (on laptop). Why?

I need to bulk edit the handling fees for 450 listings. I went to bulk editing and I do not have a "handling fee" on there.  I'm using my laptop, not a phone. How do I fix this?

Are you opted into Business Policies?  You'd change that in the policy if so, not in Bulk Editing.  You may have been opted in without realizing it.

Yes I am opted it. I need to change each listing individually but want to be able to see all the listings. I base the amount on the shipping weight. It covers the fees ebay takes.
