I don't ship international. All my Ebay policies I have had set FOR YEARS! - are set up to not ship international.
Today they messed with my account.
First, I had to log in about 5 consecutive times in a row, I mean after logging in, they sent me to...the same login screen again! Multiple times. I get several emails from ebay saying a new device logged in. Its the same tablet I have used the last two years.
Its gonna be one of those days, I thought.
I did not see any warning or notification email from them saying they decided to enroll my account in Intl Shipping program. So I had no idea they pulled this garbage move.
I go to create a draft item.
I see in the shipping area, where my default policies are, gee I appear to be shipping international despite no shipping policies or business policies set to do anything international.
So I go into my preferences right away and opt out. They need to know a reason. Good grief.
And now it takes up to 24 hours for the opt out to take effect.
THIS IS SO WRONG TO FORCE PEOPLE INTO THIS. ALL MY SETTINGS WERE SET TO NOT SHIP INTERNATIONAL YET THEY OPT ME IN TO INTL SHIPPING AND DON'T EVEN TELL ME.
NOT A GOOD MOVE EBAY. NOT GOOD.

A buyer purchasing an item forwarded by eIS sees and pays the shipping charge they see on the listing page and at Checkout for their country. That charge is made up of the seller’s charge for shipping the item to the eIS hub plus eIS’s charge for getting the item from the hub to the buyer.
The seller’s FVF in your example would be based on $20.

Now you have been on many threads regarding this very subject. You should be well aware that all you need to do is go to your site preferences and opt out of EIS. It is that simple.
IDK what the log in thing is about, I've never heard that from anyone. That doesn't sound like it had anything to do with EIS. But I sure can see how that would be darn frustrating. But still nothing to do with EIS.
Yes it takes time because all your listings have to reindex and that can take as little as a few minutes up to about 24 hours.

Yes of course they can. But if you are part of EIS, Ebay will handle that return and they also refund the buyer. You should read up on the program, it is pretty good.

From last I heard people open an INAD and you don't respond to it, you let it get escalated to a case that is handled by eBay. (Which seems scary because it's the last thing you want to do is for it to become a case)
But then the case gets closed and if a refund get issues it's not at the sellers expense.
At least this is what someone told me they dealt with.
That is true for any Claims you may get for one of your US buyers. So you just need to learn the differences on domestic and international shipping. They are not handled the same.

seems the second point would be an issue to the buyer. (and that could reduce sales)
Much higher shipping cost as pointed out because of not only the domestic leg being higher for the purchases over 15.99 oz, but also "1st Class International" would not be used from the hub onward .

For me, selling $2-3 items, the added 1.65% international currency fee (on the whole transaction, shipping, etc.) this changes any profits I would have made into a flat out loss.

This is international shipping that all you have to do is send it to the US hub and they do all the rest.
Its like people who wont ship to a Po Box. Makes no sense.
Good thing you can just opt out.
Some things just aren't suitable for selling internationally.

It did before in GSP. Reading all the EIS pages I see no where it says it's not charged, but I can easily find fee pages where it says it is charged if the buyer's address is outside the US. @buyselljack2016 Can you link to me where it says it does not? I despised GSP, and EIS reads like it's 100% identical just a new name. Clearly I'd be happy if I was wrong.

Even so, for sellers of low $ items, the only way EIS would work for them is if they could combine shipping.

To take this a bit further, each country has restrictions on what is accepted and what is not. How does one know if a product will pass through customs? If the opt in is automatic at first, then you must opt out. I have so many listings that would not be accepted in over 50% or more of the countries worldwide. Customs can approve it today then not approve the next. I have had this happen. So, someone explain to me a more detailed explanation on this subject as I am open to all suggestions.

IDK if I've been lucky so far or what, but my shipping costs have not gone up in EIS.

The 1.65% is NOT a "currency fee". The exchange rate is a totally separate fee and runs around 4%.
The 1.65% fee is a international FVF placed on top of the Domestic FVF we pay. This is something you have always paid since 2012. We paid it in PayPal when they processed our money, now we pay it in Managed Payments.
The bright side is that if you are in EIS, you no longer pay this fee. It is part of the benefits.

International fee
If your registered address is in the US, eBay charges an International fee if either:
- The delivery address for the item (entered by the buyer during checkout) is outside the US
GSP was the old program. Not all the rules of GSP transferred over to EIS and EIS has a few new rules / benefits we have never had before.
You can find out how it is different just by reading the policy page.
