I, by mistake, declined a cancellation request and cannot figure out how to reverse it. Please help.

If the cancellation was declined I didn't think that there was a way to cancel it. You're saying that it can be done from this page?

I don't see any reason why a seller can't manually cancel an order after declining a buyer's request. One wouldn't have any bearing on the other.
If it can be done the link I gave would be the quickest way to find out.

Thanks to all. I finally got thru to EBay customer service and they advised that it cannot be reversed by the seller. Anyway, I got it resolved with the buyer

I'm assuming/hoping that you declining a request to cancel was a mistake.
It's always better to cancel a sale than to have to deal with a return later.

Only one cancel request per transaction. If seller declined a formal request through the system (not through messages) they cannot initiate a new cancellation.
If buyer paid then buyer can open a "changed mind" return request and seller can refund without requiring a return (and without shipping).
Seller can use "send refund" option and initiate a full refund, using the reason "buyer cancelled" which is not a formal cancellation but it will get the job done.
If buyer never paid then buyer and seller can agree to let transaction time out on its own.

I still believe the seller can cancel the transaction and if that failed they could refund in full.
Do you have a link to the policy that states the sale suddenly becomes "the order that can no longer be cancelled for any reason?"

I don't recall saying a policy about that but there have been threads on the board when a cancellation was denied and the buyer didn't pay. The sellers were unable to cancel using 'buyer didn't pay' because one cancellation had already been denied. I think that a ebay rep confirmed that it is meant to work that way.

Ok that makes perfect sense for a didn't pay situation but what if they need to cancel for a different reason like they go to print a label and the address is bad?

Then they use the send refund option as I suggested above, or they advise the buyer to open a return request so they can refund through the return. Either will work.
It's a system block that prevents more than one cancellation attempt on the same transaction. Doesn't matter if buyer initiated the first and seller attempts to initiate the second. As PJ said, eBay reps have confirmed it's supposed to work that way.
