Can anyone outline what eBay's role in assisting (if any) sellers in accomplishing guaranteed shipping?
Reason I asked is that Amazon does offer shipping assistance like FBA. And I am seriously considering using Amazon FBA to fulfill eBay orders. eBay USPS shipping labels doesn't receive any special treatment from USPS like Amazon does (in terms of drop off time stamp or scan acceptance). All the time even though I ship USPS within hours (physically drop off at USPS), there is no scan acceptance until the late evening or next day.
Also, Amazon and USPS does have special agreement to guarantee even First Class mail. But eBay first class label does not have guarantee shipment, so how does eBay sellers "guarantee delivery" when the carrier doesn't guarantee it?

I'm not sure how much you've read about the GD program..........but, at least for the one most of us on this board would use.......EBAY foots (pays the penalty) the guarantee.........IF the seller meets their handling time.........
They have delivery stats on each seller..... If items from you gets to X location within the guarantee time, your items will "qualify" for being shown to buyers from X location. If not, they won't be......that is their "contribution"...... Obviously, there will be some payouts to some buyers and I'm sure they have money budgeted to pay it out. Same thing as companies use coupons. They may send out millions, but they know only x% will be redeemed.
Again, the only thing the seller guarantees is that he gets the item to the PO within his handling time. A scan is important for other reasons, but if the item gets there within the delivery time is what's going to govern on this program.
