To people selling graphics cards; please clean the entire card including all surfaces of the fans. When you describe the card as barely used, or used a few weeks we can see the dust build up that takes months to accumulate. It makes you look dishonest.

They should also note whether or not the fan bearings on their "almost new" graphics card make any unusual noise when they are spun up, ideally testing them at various speeds. Worn fans is even more egregious than dust build-up. Some screenshots of temperature readings at various loads wouldn't hurt either.
