Dear Ebay and Paypal,
I will no longer be doing business with you. I recently sold an item on 3/29 that the buyer picked up from my house on 3/30 and after he left a positive feedback you still won't release funds before the 21 day period. This is unacceptable business practice. You already take out 10% off my gross sale and 3% in paypal fees BEFORE i even get a penny of the transaction, yet you have a stupid 21 day waiting policy. This will no longer be tolerated.

You should have asked for cash only on pick up.
Also, cash = no paypal fees.

Published policy clearly states the potential for PayPal holds. The only way to get them released sooner (if you are subject to them) is to have actual proof of delivery. That isn't possible with local pick-up.
The system works fine. You just have to know what it is before you participate. It's all available for you to read.
2.9% for credit card payment processing + .30 transaction fee is not a bad deal. Every business that accepts credit cards has these fees. If they have their own merchant account, although their % might be a bit smaller for a manually swiped item, there are whole lot more expenses invovled too. Think about that the next time you pay for a $2 item by card.
10% to a company that lets me use their bandwith, advertises my product and finds me a buyer in a global market? I can live with that.

21 day hold period will seem like the day after hangover compared to the months of anxiety you're gonna feel holding your breath for what, 6 mos, seeing if a return request is filed.

That's not the worst of it.
Ebay REQUIRES sellers offer paypal on local pick-up, or another electronic payment method, and we know small sellers do not have merchant credit card accounts.
Sellers never have delivery confirmation on local pick-up. I suppose a seller can mail a letter to a buyer and insert that confirmation number into ebay, but that would be a lie, wouldn't it? Yes it would.
So now sellers must accept paypal on local pick-up but never can honesty provide delivery confirmation, and buyers can claim non-delivery.
How messed up is that?

Feedback doesn't mean squat for holds release. You should be aware of all of the rules when you decide to play the game. Also, consider yourself lucky if you end up keeping the money after your buyer files for INR and you can't prove tracking.

Funds are released shortly after proof of delivery is available ONLINE. That will never happen for your transaction, so you'll have to wait 21 days. That's how it works. If you can do better elsewhere, go for it.
But no one will be closing their accounts because you can't comprehend how the funds hold works.

Exactly. And this is why the 21 day hold is unjustifyable. The buyer also has 21 days to use your product and possibly damage it while Paypal holds your funds.

You can't. That's why you shouldn't accept PayPal payments for pickup. Cash only. Comprende?

LOL. The buyer has 180 days to use your product, held funds or not. Have you read anything about eBay or PayPal policies?

Just had this happen to me and I called Pay Pal and complained and they removed the hold while we were talking on the phone. The woman told me they had just made some changes in Pay Pal holds - I told her I've been doing Pay Pal enough years to send 5 kids to college so give me my d*m# money - she apologized said must have been a glitch that I met the new "criteria" and restored my faith in **bleep**ing as a means of winning...

To be fair, the unhappy buyer would also have to prove return to the seller and pay for the return service on his own dime to win a Not As Described or Buyer Remorse dispute.
Which would not be worthwhile on a purchase of , say, winter tires.
