Global Shipping Program

I sold a twenty-dollar Jazz record on Feebay, to a deadbeat in russia, through the Global Shipping Program. He demanded I refund his money because he refused to pay the customs fees. Tracking showed his package was sitting in Customs waiting to be picked up for weeks because this fascist loser refused to pay the customs fees. So, of course, Feebay refunded his money so now he can pick up the package. LOL!

When did you ship? eBay discontinued GSP several months ago. So if you shipped with EIS the buyer already paid customs fees and duties with the shipping costs. eBay handles EIS purchases after you’ve shipped to the international hub. 
All that name calling is really unnecessary. This is a public forum some users will take offense.

   In this forum, you reach many dedicated, seasoned sellers. We generously take time out of our lives to help those who simply want help with an issue. This is eBay, not "Feebay". A bit of an attitude adjustment would be a good thing here, as "Feebay" tips us off that there is an ax to grind. 

   We don't need that here.

Your listings show Russian Federation as excluded. Can you provide more details on shipping @seconhandrosie ?

If this was an eIS (eBay International Shipping) sale, eBay wold have covered any refunds (if owed) if the buyer didn't pay customs fees.

Are you sure you did not ship direct to the buyer?

That is correct, Russian federation is an excluded country for EIS. So the OP’s buyer is from somewhere else in the world.

Slight correction: Buyers pay VAT/GST upfront. They do not pay customs/duties upfront. eBay said they're working on giving buyers the option to pay customs/duties at the time of purchase with eIS, but this hasn't rolled out yet.

Either way, doesn't change the fact that we're missing info from the OP's sale since Russia is blocked.

Thought duties and taxes are Vat/GST, guess you’re never too old to learn something. Thanks. It could be the OP is mistaken as to where the buyer is.  We will never know if the OP doesn’t return to clarify.

VAT/GST is tax. Not the same as customs/duties (import fees). 🙂

Plus with some carriers (DHL) there can be broker fees.

Lots of factors with international shipping. With EIS sellers don't have to worry about any of that, except maybe answering buyer questions.

     Yes the Russian Federation is blocked from buying or selling at the moment so there is more to the OP's story. Lots of Russian buyers are finding ways around the sanctions simply by having items shipped to a Chinese, or other country, freight forwarder. It is forwarded from there to the buyer in Russia. 

     OP did not mention where it was stuck in customs. Generally the GSP collected the customs fees at the time of purchase but depending on how this was routed that could be a jigsaw puzzle.
