This is an issue that's been going on for at least 2 months now, and eBay has yet to fix it. To be clear, they know the problem exists (each time I've called in about it, the rep told me eBay was already aware of the issue), but have not corrected it.
I'm sure all you sellers just adore the new Promoted Listings Advanced feature. Just absolutely love it. Well, it seems, since we all love it so much, eBay has either deliberately or accidentally (i.e. glitch) made it so that about 5% of the time (by my own calculations), when you go to revise a listing, the Promoted Listings Advanced toggle at the bottom of the page is automatically turned on and set to a daily allowance of $15.
Now, eBay promises that if you incur fees due to this, ahem, glitch, all you need to do is call in the error and they will credit you back. But here's the catch: you have to notice you're being charged for it to even know to call in the fraudulent charges. Which means, eBay is likely collecting many thousands of dollars every single day due to sellers failing to notice that the Promoted Listings Advanced feature is automatically turned on when they go to revise their listing. And it's really easy to ignore, since it's near the bottom of the revision page, the part many simply scroll right past while getting to the "submit revisions" button (A.K.A. the "Revise It" button).
So, keep an eagle eye out for this glitch whenever you go to revise your listing, since eBay seems unwilling to correct it or have listed it as a low priority issue--and who can blame them, since it can only help their bottom line. Like I said, it's been AT LEAST two months since it started, since that's when I first noticed it. And the screenshot below (I edited in the red outline) is from just half an hour ago, so it's definitely still happening.

Same here. Seems extremely easy to fix on their end. It should not be taking months to fix. I won't be surprised to see a lawsuit incoming.

I've noticed this several times as well making revisions. 15$ each time.

I actually made a new post today explaining what the problem is and how to resolve it (kinda). Below is the post in full:

INTRO: A few months back, I reported that during any attempts to revise my listings, about 5% of the time, the Promoted Listings Advanced toggle would be turned on automatically. Well, I figured out why, and it's not a glitch. It's a flat out deliberate attempt by eBay to take your money without your consent.
THE PROBLEM: It seems, eBay automatically creates a Promoted Listings Advanced campaign every once in a while (not sure exactly on the frequency). And after the campaign is created (without the seller's consent), eBay then occasionally turns on the option for a few of your items when you go to revise it (again, without the seller's consent).
THE SOLUTION: Unfortunately, the only solution for now is vigilance. You have to keep deleting these campaigns whenever they turn up. This is the only way to prevent eBay from automatically enrolling some of your listings in Promoted Listings Advanced.
INSTRUCTIONS: To delete the campaigns, follow these instructions:
1) Go to your Seller Hub.
2) Click on the Marketing tab.
3) On the left-hand menu, under the ADVERTISING category, click on Dashboard.
4) Scroll to the very bottom where it says "Promoted Listings Advanced campaigns" and delete any campaigns there. If you don't see a "Promoted Listings Advanced campaigns" section, then you have none and you're all set.

I have been noticing this for about 6 months varies from 10 to 30 dollars for me. That said since your values are different than mine i am thinking this is a programmed value add feature. After 20 years plus ebay has picked all of the low hanging fruit and is looking real hard to find ways to increase income.

It was even worse for me. My budget for promoted listings was switched to $7,000 when I ended my promotion. I notice it only because two hours later I received notice that $1,200 was going to be deducted from my bank account. I called and asked why and was told it was because of my budget. I said that I never did that and I actually had ended the campaign. I don't even have $1,000 in merchandise in my store why would I set a budget of $7,000?? ebay admitted that it was an "error" and said I would be credited. That was six weeks and 7 phone calls ago. We all need to leave ebay. That is the only solution. They will not change their business practices. I am chalking it up to a loss. I will be closing my store and have started designing my own store www.sportscardswithintegrity.com and partnered with Midway Coins and collectibles for regular auctions. It would be much safer to consign with people like me. Honest and no hidden fees like ebay. If nobody stands up or decides to do anything it will always continue. More and more in the United States it is becoming ok for Huge businesses to have very shady practices.

ebay quickly sends me a "private message telling me i've violated their rules" but they do not message me with an apology and refund.

If I was in your position and had loss that much I would be talking to a lawyer. Regardless of what some may say you CAN SUE eBay. A lawyer would tell you if there is merit in filing the case and since most work off a percentage they would not take a case they could not win.

It will probably end up going that route. I can't be the only one out there that this happened to. They also sold one of my items below my fixed price. They admitted that was an error too.

Keep/print and file everything you have received from them with regards to this situation before eBay removes it from their files. These are things the lawyer will want to see.
