First, I am not enrolled in Ebay's Guaranteed Delivery program (I opted out months ago when Ebay opted me in). Ebay has taken it upon themselves to guarantee delivery on my items that I offer free shipping and ship via USPS First Class or Priority Mail (again, I am NOT enrolled in the GD program). I always meet my handling times and get acceptance scans at the PO, so that is not an issue. The PO is being very slow at delivering my items and hence the GD dates are being missed. What do I tell buyers that are contacting me and stating that the GD date has passed and what am I going to do about it? Direct them to contact Ebay or something else? How do you professional sellers handle this situation?

Extend your handling time. Give yourself some breather room.
Tell your customers that due to the holidays, shipping has slowed down. Assure them all is well and that they will be receiving it shortly.

I have already extended my handling times to 2 business days though I always still ship next business day. I do not feel comfortable extending my handling times beyond 2 days in fear that the longer delivery estimates will kill my sales. Again, I did not guarantee these delivery times, Ebay did (as I am NOT enrolled in GD). Also, in my experience, telling an Ebay buyer to be patient is a good way to set them off.
But what do I say to the buyer that says..."You guaranteed the delivery date and the date has passed. I want a full refund and keep the item."

When you send out an item the buyer gets an estimated delivery date. One day later and buyer is allowed to file for item not received. It is how it works here on ebay so buyers do not have to wait forever before they can take action. Has nothing to do to being enrolled in GD.
What you do is call ebay, tell them it is in the mail as per tracking, but becaue it is the holidays, things are moving a bit slow. Ask them for an extended time for the package to show up.
If ebay won't comply and your buyer won't agree to wait a bit, then see if you can get the item recalled to you. It costs around $14. After you get it back, refund.

If it’s a guaranteed delivery purchase then instruct the buyer to file a guaranteed delivery claim, it is an option on their purchase history. They can either get an eBay voucher or return for a full refund. They do not get a refund and their item.
