Future scheduled listing date - when date does the listing count as a listing?  Is it the future date or is it the day that you create the listing?

Is it better to schedule a listing in the future or leave the listing as a draft and then list it live the actual day you want it to list?

The start date of the listing is the date that it goes live, not the date when you set it up and schedule it.  

So if you set up a scheduled listing today and choose a start time on December 1, that listing will be deducted from your free insertions for December. Likewise the end day and time of an auction will be tied to the actual start day/time, and the rollover date for a fixed price listing is based on the day it went live.

If you have a Store subscription, then using the Scheduler to launch a listing will incur a 10-cent fee; so in that case, there's an advantage to saving the item as a draft end launching it manually.  OTOH, you might get busy or forget and miss your chosen start moment.

So today if I schedule 4 Buy It Now listings to start on December 3rd,

they will actually count for today's number of listings? Right?

Am I getting this correct?

I was not aware of the 10 cent charge for doing this if you have a store.  I am seriously thinking about setting up a store.

Listings that being on December 3 will use your free insertions for December.   I think that they also are counted against your listing limits after they become active.

No.  
Each month's free listings counts only live, active listings, not draft listings nor scheduled listings.
When you schedule a listing, this allows you, the seller, to tell eBay,  "I want this listing to have a start date of [Date] at xx:xx [a/p].m."  At that date and time, the listing goes live.  

For this purpose, "month" means the calendar month.  In December and January you are allowed 250 free listings for 31 days, while in February you are allowed 250 free listings for 28 days, and in leap years 29 days.  

Today, Tuesday, November 29, 2022, if you create four listings, all of which have start dates of Saturday, December 3, 2022 -- those four listings will be part of your 250 free listings during December.
