Here we go again. Ebay allowing Fraudsters to screw over Top rated sellers again. I fully insured out of my own pocket and Ebay is Not requiring buyers to make claims even though Ebay policy requires it!! . Do Not buy additional Insurance from Ebay. They could care less. They do Not stand behind it and allow buyers to Not make claims during shipment damage. This is why people are jumping off this Fraudulent platform. Ebay cares about Ebay and does NOT have the sellers back in times of Fraud!! Period!!

Insurance is for the seller and the seller is the one to file an insurance claim.
The buyer is covered by the MBG and all they have to do is file an INAD.

Really? Well if the buyer refuses to take the item to the post office, and item is sent back to seller the insurance claim is no longer valid. Did you know that? The damaged item is to be turned over by the buyer to the post office for insurance claim to be opened first. if he refuses, you can not make the claim. USPS have to take possession of the item first for the claim to be opened.

Yes, I know.
I also know that the buyer is not required to help in an insurance claim.
I also know the seller can start the claim before the package is turned over to USPS.

In my opinion buying shipping insurance is a total scam. You would be much better off if you put what the insurance would of cost in a coffee can then when you have a "claim" no hassles just pull it out of the can. And when the can gets full you can quit putting into it .

Since Dejoy took over USPS denies all damage claims and only pays for lost items. So we overpack everything and try to use USPS as little as possible.

Either party can file a claim and sending the broken item back doesn’t nullify the claim.

What if? Best to try not to escalate the situation to the point where the buyer has no interest in being cooperative.

That is not correct, there are two ways to file a claim and neither involve turning over anything to anybody.
After a claim for damage USPS may request that the item be handed over to a local post office for inspection.
If you play nice nice your buyer they will usually be happy to provide a picture which is often all that USPS would want (depends on the item) or happy to retain the item+packaging in case it is needed.
Of course if your buyer is anything like me, if they were told "not my problem go file a claim with USPS" or making them ask eBay to step in, they might not be very inclined to assist. After all they WILL get their money back regardless and another buyer potentially lost to all eBay sellers.

Again, buyers are not required to make damage claims or even help the seller to make a claim.

A buyer not wanting to go through the hassle of filing a damage claim is not fraud.

They will pay for damage claims IF the item was packed properly. The problem is, most of the time when something gets damaged in shipping, it was damaged because it WASN'T packed properly.
