I've read numerous posts from sellers who've listed items clearly stated and photographed as "for parts," only to have buyers complain they got parts and eBay siding with the buyers for a refund.
eBay, the consequences of this policy are perhaps not understood by you. eBay is a place to come for people who need parts for unusual things. I don't know of another internet site where people can go for this. Thus, if eBay destroys the "for parts" venue, it is ultimately hurting customers who need such things.

eBay may rule in favor of a buyer in a "for parts" listing if the seller's pictures/description shows or says something that contradicts what the buyer actually gets.
I've purchased allot of parts off eBay and the seller matters more than anything, as I'll sometimes get bad sellers give me PCBs with burnt out components on it covered by heatsinks so you can't see them. Sellers like this typically say nothing in the description and there is no way to get your money back.
eBay has to walk a tightrope when it comes to "for parts" listings.

Agree. If your trying to restore a 1930's radio, those "parts" listings are perfect. It's a shame when some elderly collectors pull those listings thanks to being scammed. Then I may or may not be able to find the missing knob or faceplate.

I haven't read numerous posts buyers who bouth an FOr Parts item and then filed a claim saying they "got parts".
But I have read numerous posts from buyers claiming that an item that listed as For Parts did not match the description of the For Parts item being sold.
The most recent was someone who described an item as showing "normal wear" and that it just "needed a service" but it turned out that the engine had been cut into.
