Flat rate shipping per order instead of per item?

I thought I had created a business policy which charged buyers a flat rate of $5 per order, however, it is charging buyers $5 for each unique item they purchase. I refund this after, but I'm sure I'm losing a lot of sales here. Is there a way to create this business policy? I can't see how.

You need to first create a Flat rate shipping rule.

To access go to Shipping Preferences locate Flat rate shipping rule. Then click edit to subtract shipping costs. 
Then select your flat rate shipping rule in your shipping policy

No, that didn't work. It's fine if you're buying two of the same thing, but not for two different things.

Oh, I need to update this shipping rule on the listings as well 😞 Will go back to fiddle around in the API some day I guess.

I also had to update the flat rate shipping rule in the business policies, and then it worked.
