Promoting on EBay

Hello to All!  Happy Holidays! I’ve got a coin site that I’m rated Above Standard but I can’t get the Advertising/Campaign section to work to allow me to create a general advertising campaign.  It just comes up general.  It doesn’t allow me to promote each item within EBay?  Does anyone know how it works and how to allow advertising promotion option?

If you want to promote your listings individually.   Go to ACTIVE LISTING (click down arrow and select PROMOTE).    Then you can select type "General Campaign...you only pay if item sells" or "Priority Campaign...you pay every time someone clicks on your item...even if it doe NOT sell".    Next set the percentage you are willing to pay.
