Hi all and a Happy Easter/Passover/Sunday/April. Can anyone please confirm (or deny) that I can send a first class (thick envelope) to Saudi Arabia and it will show on line tracking from start to actual delivery? Thanks for your time. And yours. And yours as well.

Actually the OP never said that he was sending merchandise (although that is the obvious assumption).
But if the item can be classified as advertising material it is perfectly OK.
A window sticker (advertising your opinion or support for a sports team)
An embroidered patch or hat pin, ditto.
Just make sure it is thin and the envelope remains flexible.
Just list it as “advertising sticker” on the customs form
I am and have been doing it and my postmaster has accepted it. Everything is getting through no problem. As with all policies you just need to learn to read between the lines.

Priority should be the safest way to go. First class gets lost sometimes when we use it. Best regards

I pointed it out because not a single post in this thread mentioned the changes, and it appeared everyone, particularly OP was unaware of them.
The fact that your postmaster is fine with it doesn't matter - it's a UPU edict that USPS is complying with, and it's going to be foreign postal services/customs services causing any problems on the receiving end.
Similar to domestic media mail abuse situations, they may start clamping down if tons of "advertising stickers" are being shipped in 40oz flats.
There is no reading between the lines - the contents that are explicitly permitted under the new guidelines are permitted, and those that are not are not. Anything else is gaming the system.
