I would guess that the sender did not get by with that. Most likely got billed for the difference. Package goes on to you so the sender's mistake  does not inconvenience you.

Yes, you will get umpteen posts on the use of priority supplies. I think your point was look at this! Not how can I do this.

Don't use Priority supplies for other services. Find another box or pay for Priority.

Guess I was wrong in thinking nobody would think I want to do that.

I received this today.

What are you trying to 'manage'?

First Class and Priority Mail have different rates and are calculated differently. You cannot use a Priority Mail Flat Rate box and attach First Class shipping label you need to mail that box at Priority Mail Flat rate which is what that box is. If you want to mail at the First Class rate, you need to use your own packaging or box that does not say Priority Mail anywhere on it.

I'm not sure what you are asking without assuming.  Obviously it is an improper way to ship a 1st class item.  Abuse of Priority supplies isn't good.

Did you just get that box like that?  Google the phone number for the sender's zipcode. Call that post office and report that seller to the supervisor.    That box might not have been scanned by an employee at that post office so to report that could be a false accusation.

If you algo got that box, you were lucky that the mail employee was asleep and released the box to you without making you pay priority mail postage.

Doing that is considered theft.  Why?  The post office paid to make those boxes.  That cost is part of the priority mail postage.  The other classes of mail do NOT help pay for the boxes.  That is why priority mail boxes can ONLY be used with priority mail postage.

"Guess I was wrong in thinking nobody would think I want to do that.

Helps to give a bit more information when making a post. Did not know if you were trying to mail that way and got rejected or what was going on.

Is the seller asking for more money to cover extra postage? If so, it was their mistake, and they will have to eat it.

Interesting dilemma. Others have given good advice... Misuse of postage and USPS- issued packaging.

Honestly, I could have had many sellers send me packages in an identical fashion, and I would have never noticed that. I trust them to do the right thing, and unless I don't receive my item or I get hit with a COD for shipping I already paid for, I don't even give it a second look.

I guess its up to you on how much you want to make notice of it, or if it will even be acted on.

the next post we see will be the seller of this package complaining they just got "hit" for 9.80 in USPS OVERCHARGES and blame the ebay calculator.....

"I already paid for the postage"

As others have noted, it would have been helpful if you had provided a bit more info in your original post.

You don't need to manage it at all.  As noted in another post, the seller has probably already been billed for the postage due.  USPS has special equipment at its sorting centers to detect underpaid (or overpaid) online postage and the difference is automatically charged (or credited) to the sender's account.

If you received the item from a seller, doesn't really matter what box or what label they put on it unless you paid for 'Expedited Shipping'- what does the listing say??

Well if you post a question with no context, sure most folks are going to assume that.

Very little details given by the OP but it may be that they received this package opened already in the condition of the picture.

Was the item damaged or missing? Did it arrive on time? Was the shipping type specifically listed on how they would ship?

Can you provide more details OP?

You leave the seller NEGATIVE feedback for stealing USPS supplies. That's how I manage situations like this.
