For anyone trying to print a first class international label. Paypal has just issued a temporary fix. It is a bit confusing but I made it through and will try to explain the process.
I know there are problem doing this way but this is the direction from the paypal rep and they said no worries. We'll see about that one?

I guess that's the key to dealing with the underlying error of conflating flats and packages: Pretend that your package qualifies to be mailed as a flat. For goodness' sake..

- Go ahead and start your label at Paypal like normal
- When you get to the item details page choose document at the top drop down box. You have to choose document or it will not work.
- When you input the item description use one item name only and the price of one item only. E
- Even if you have several items in the package only include a description for one item and the price total should also be for one item only.
- The weight should be for the one item description line.
- Do not put extra item descriptions. It will not go through if you do.

According to another poster, he was able to actually print a label on eBay by selecting document instead of merchandise. Didn’t have to go to PayPal. I wonder if the USPS will cause a problem when they see something labeled document when it’s not.

yes it will cause a huge promlem, your packages would probably be returned or delivered to an unhappy customer with big postage due required

Once again, Goodluckselling with terrible advice. USPS changed its rules to match international law. Using 1st Class Itn'l Flat (Document) you can no longer send "merchandise" with it. That is because "flats" are supposed to be things like birthday cards, documents, or family photos, not items sold that may have some kind of tax due from the receipient. Flats are pushed through customs as a "no check" item, but when it shows an ebay price on the label, they will be rejected and returned to sender, where you will have to pay agin to ship it, and it will be very late.
The scan code in th upper right hand corner lets the automation system which path to take, so hand writing "merchandise" over "document" will not solve the problem. The problem is solved when ebay get to work on an issue they knew about since September.
