I am at my wits end and I have already spoken to four people at eBay with no resolution. I got scammed on eBay for $625. I got a fake email and sent my computer to the scammer. The real buyer had already paid so right away I refunded his money. There is a problem in that eBay debited 539 out of my account. I think what may have happened is that eBay also refunded the buyer!
What department can I contact? I have spent so much time talking to people on eBay. Help please. Now I am out $1100.

First there is probably little you can do about the fake email. NEVER ship an item until it shows up in your seller as the buyer having paid and the item is ready to ship. As long as you have been on this venue and as well known as this scam is I am surprised you were not aware of it.
As for the funds at most you are out the cost of the item (what you paid for it not what it sold for) and the shipping cost. You should not be out $1100. Pull your payment information, or your banking information, and find the refunds for the item number. There should only be one entry for the $625+shipping. If there is more than one then you should be able to sort this out with eBay and have one of them removed/reversed.
About all you can do is file a police report in the city where the scammer is located although the odds of that having any action taken against the report are slim unless the police have a number of reports regarding the same person at that address. You can also report the buyer to eBay information on how to do so can be found at the following.

How did you refund the buyer? Was it through eBay? I agree with @katzrul15 . Go thru the link provided in the above message #3 and contact customer service on the eBay business Facebook page. They have more authority to handle problems. Good luck and hope you can get this resolved.

Did you reach out to e-Bay CS on facebook as I suggested UP thread? We have had great success with them. Strongly suggest you try. Good luck!
