Filing Claim on FedEx, help sellers!

I've recently had to refund over 100$ of sales back to buyers, tracking shows the packages on these 6 orders are stuck at the Nashville distribution center.  These were all labels purchased under "FedEx Home Delivery", however they have that added note "USPS Deliver to" which usually means I can hand off the FedEx package to my local post office, and it gets delivered usually.  The earliest stuck order is from February 9th, oldest is February 24th.  I have tried to file claims with FedEx in the past, but their website never gives legitimacy to the tracking number!  Have any of you all had this problem?  My USPS orders made it to the buyers in reasonable time, no issue.  Any advice on whether these orders are eligible for claim yet?  Any tips?  I really feel like FedEx is bullying me, help!
