Not all listing qualify as free insertions, and there are certain listing upgrades that are charged regardless of whether the basic insertion is free.
For instance, a listing with two categories is always charged for the second category. And if the free listings are for fixed price only, auction listings will not qualify.
But unfortunately, we cannot see what type of free insertions you have available, and we cannot see what you are trying to list. Unless you provide that information, all we can do is guess.
