If you go to the fees at the seller hub, it should tell you why. If not, contact eBay through Facebook and ask.

Which shipper did you use???
If you ship via UPS or Fed Ex, the fees are not taken out by eBay until the package is delivered. This may take a week or two for the shipper to process. The amount shown when you print the label is just an estimate, actual charge may be different if you didn't enter the correct weight & measurements of the package.
USPS is taken out when you print the label.

If you use UPS/FEDEX , they can come back with "adjustments" on price after mailing. USPS can also charge you, if your calculations are wrong........

We need a lot more information.
What shipping service are you using?
What does "deduction out of your account" mean? Out of your Managed Payments funds, or as a funds transfer from your bank account?
How long after you print the label is this deduction happening?
What exactly does your transaction history / payment detail say about the charge?
Is it always exactly $14, or was that just one example?
