Buyer left feedback saying "Go to Hell."
I contacted eBay and they will not remove it.
What happened to company policies?

"The buyer for the scarf threatened the feedback in a message. I responded with the free returns. But they just wanted to keep it and not pay. The no tag, the worn condition, all stated in the listing. "
You will get buyers like that from time to time where they don't do the responsible thing which is return the item and refuse to follow the return policy that is given to them before even purchase. Check there feedback left for other sellers and see if they did this to others.

I don't know why you would have provided a refund to the buyer when the tracking showed delivered.
But nonetheless, I'm very surprised that ebay wouldn't remove that feedback.
I recently had 2 different feedback removed where the buyer said they never got it or the post office lost it. But the tracking clearly showed delivered to the address on their ebay account. Just using the automated feedback request tool, those were removed from my page within an hour.
Of course, it's been over 30 days now since that one of yours was left, so I think that one is a lost cause. But you might still have some luck with the "Go to hell" one.
Maybe quote the policy you think was violated when messaging the CS person:

Looks like they removed the text but have kept the negative. Based on what others said (I never got to read all the feedback), it was probably the right call.
It is likely too late for the other one. It was kind of you to refund them, but you didn't have to do that. For future reference, the way you would have gotten that one removed was to report the buyer for threatening you in messages that they would leave you negative feedback if you didn't do something. Ideally you report the buyer before they have left the feedback so it is already noted on your account should they actually do it. Certainly once they have left the negative, you report them, and then appeal to have the negative removed.

that is amazing- ebay removed the words but kept the neg feedback. so the buyer can show his/her true colors and goes against ebay policy and uses foul language in feedback and ebay chooses to value THEIR opinion ( Yes- feedback is an opinion- often colored by personality not actual experience) over a long time seller's?! Keep that neg at all cost ebay- we want to make it a safe marketplace for bad buyers to abuse sellers. There are no words for the extent to which ebay works against its sellers.

That is not amazing to me. eBay does it all the time.

Feedback is not a place where eBay has - or ever should - decide whose opinion to "value" over someone else's. It is simply a place for buyers to express their opinion.
In your world where eBay valued the opinion of a long time seller over the opinion of a buyer, no long time seller would ever get a negative. 🙄

I would have responded to the feedback and said "no, buyer you go to hell not me. I will be contacting the police to open an investigation into harassment and slandering my name and I won't stop until you're broken. Everyone block them F--------------------"
