I am very concerned that only about 1 in 20 of my Buyers give me feedback...

Isn't there a way through an Algorithm, that will prompt buyer to give feedback to a seller?

This is a very important issue...

There does not seem to be a way for me to contact ebay with this issue...

That is quite a statement.  Leaving feedback is and has always been a voluntary system.  You have a very extreme view of buyers.  I've been here a long time and have handled more transactions, in my experience the vast majority of buyers are terrific.
