Twice in the past month I've had an unregistered bidder win two of my auctions then delete their eBay account that had been created the same day they won each auction. In both cases the name on the account was the same, Patricia Smith, but the user name was different (first was patrsm-4424, second was patrsm8579) so blocking their user name won't help. The first auction 'she' won said she was in Los Angeles, the second said she had an APO address, when I Googled the zip code it showed the zip code was for Osan Air Base in Korea.
Bottom line, I'm sick of this person screwing with my auctions, is there any way to block 'her' using the buyer name 'Patricia Smith' she keeps bidding with? And how is an unregistered user able to bid anyway?? I don't see an option to block unregistered bidders...

My guess is that she won or bid on your auctions before her account got flagged and “unregistered.” It can take some time before ebay gives a new account the boot. She likely got her bids into your auction before ebay caught onto her.
As for blocking, apparently there is no way to actually block a person from your listings... you can only block account names. And as we know, a person can get unlimited account names on eBay (guest accounts) if they are under eBay’s radar.
I suggest you contact eBay by phone or something and notify them of this person “harassing” you. I doubt they will do anything but it’s worth a try. I predict ebay will just tell you to be more vigilant after you make a sale. Like “Oh just cancel any order made by Patricia Smith or anyone with the same shipping address that she had.” Which basically means just we don’t want to do the work to try and ban her, so you do it on your end.
Having said that, that isn’t to say that she may already be banned... it’s just that eBay is slow to discover when she creates a new account.

Following up with @bigdeals.etc on this. Ebay has many ways to find this person out (CC, address, IP, contact info, etc...)
The only reason they have not been caught is because they have not been brought to eBay's attention. As soon as you let them know ebay will act with their policies.
Also in the future, you can cancel bids on people, but you would need a reason to. And you can restrict who can buy from you by setting your buyer requirements (needs PayPal, no marks, etc...)
