Why is a group site called "eBay Scammers, Refunders, Block these Buyers, Thief, Be Careful!" allowed to be on Facebook posting usernames and feedback and telling their members to avoid these people on eBay? We all can have bad experiences on eBay but why can the details and personal information of eBay members be publicly posted on Facebook or any other social media?

I haven't used fakebook in quite a while, but when I did about 10-15 years ago there was a general block buyer list then. It's nothing new. There's also bad buyer list dot com. Basically, most seller platforms have a bad buyer list somewhere (Reddit is popular).
This is nothing new at all.

I've been members of groups on FB where folks buy and sell and there were tons of posts listing who to avoid if bidding on ebay. Their user name and all sorts of personal information was posted. I've actually bought from one guy who was listed as a bad seller on ebay but he always gave me a fair deal and I had no problems with him, but he was odd and very confrontational to others. He used to send me emails with copies of all the hate messages he got here on ebay and all the FB posts and his replies. They were great laughs.

Its not that simple. Admins and moderators on these pages actually vet the information presented by a person making a claim, it could be screen shots of exchanged messages, photos or whatever else they can provide to support their case. Its quite often the person making the claim are deemed the perpetrator. They dont just believe everything at face value.

Isn't the simplest answer because eBay cannot make rules for Facebook?

Freedom of speech comes to mind. People are just sharing their opinions and experiences. I don't believe anything has been deemed a violation.

"Freedom of speech comes to mind."
"Freedom of speech" only applies to censorship by a government entity -- not private business.
If Facebook wished to delete that information, Facebook could easily make the deletion, in the same manner in which eBay will make a deletion.
Facebook simply chooses not to harm their financial bottom line, or their reputations as an "anything goes" website.

User names, feedback, etc are already public.
