I get about one doosey a year. Today I got a SNAD for a cuckoo clock that had “for parts not working” 3x in all caps in title, condition, and description. They opened a return for doesn’t work or defective.
i called cs 2x tonight and they won’t budge. Where’s the seller protection? Ridiculous.

It should have been listed as parts or repair.
The "used" condition definition varies by category. The category for the OP's listing (collectible clocks) has this as a definition of "used":
An item that has been used previously. See the seller’s listing for full details and description of any imperfections.
The only options in that category are "new" and "used." There is no "parts or repair" condition choice and there is no requirement that the item function as intended in the "used" definition.
I guess a seller needs to consider practically what a buyer is supposed to do with the item. Is is REALLY repairable? Or is it actually being sold for parts and likely to be cannibalized at best? Based on the description, it sounds as if there was enough wrong with the clock that it wasn't really worth repairing. The dome was pretty much hooped and 2 major parts were missing altogether.
If a seller has the knowledge to reasonably predict which way a buyer is likely to go with the item, repair vs disassemble and use some parts, and repair isn't really in the cards - then I think it would have been better not to list the item as a used collectible but instead list it as Clock Replacement Parts
Just like I wouldn't sell a craft cutter dress (the clothing equivalent of FOR PARTS) in the main clothing/pre-owned category but would put it in Crafts
