Easy way to fix the eBay FEEDBACK RATING debacle.
Every eBay user should have a GRAPH /CHART that follows them. EVERYTHING they do gets recorded on the chart. It’s completely transparent but is non-identifiable. This mean other people can only see the data charts but not trace it to a particular person or item. The info on this chart should include everything from buys, sells, nonpayments, refunds, slow shipping, product not as described, cancelled bids, canceled auctions, etc, etc. Of course, these can all be arbitrated behind the scenes but every click of data is there to see by everyone.
This way there is NO FEEDBACK left by anyone. It’s completely based on the ACTUAL actions of each user. It’s the only thing that will work because any FEEDBACK left by an individual will always be biased and almost always contain only half of the truth.
USER BASED FEEDBACK is from the dark ages and needs to go. Instead of spending R&D money on bettering an old way of doing things, spend the money on finding better ways to make sure the data can’t be gamed, implement full transparency and you have a true user rating system.

So you see the Chart, but nothing else. It would still be tied to the user, and would have the effect of negative feedback then, Ebay won't allow it.
And with the very high incidence of true SNADs, that could hurt sellers more than buyers. And buyers should not be penalized because they bought something through no fault of their own that was inaccurately described.

WOW. No words to describe what you are asking. I wonder if any other company in the world gives out data like that. Why would you even want to know all that info anyway.

And every buyer and seller would protest something that they felt put them in a bad light........the customer service load would be enormous...........
