Not sure who you were quoting castle, but I was trying to answer this question which I though you were referring to.  Do you have a quote from another ebay member with the same percentage but different meaning?

Ebay stated 80% of the fixed price are GTC in their explanation for the update,  which is different than saying 80% of all listings are fixed price.  Both may be true,  but I thought the question was about the recent claim explaining the GTC change.
