I want to know what this error message means. I'm from the U.S. and cannot read this language.

If you are registered in the US and have never been registered in another country, then the error message seems to be an error!
Is it preventing you from listing? Have you received the message before?

I have not received this message before until about a week ago. It only shows up when I'm trying to list an item. i logged onto my account one day and noticed my primary address was changed to China, so I changed back to the U.S. and that was when the error started appearing.
It will not let me list any items either. I click on the link that is provided within the error and it takes me to the eBay login screen but everything is in Chinese.

When you go to log in to eBay, make double-sure that you're logging into the ebay.com site and not the eBay.cn site. If you have been logged into the China site, you may be repeatedly trying to log into that as the default. Look at the address line and make sure the suffix is .com and not .cn
If you can't list anything from the US site, phone eBay customer service tomorrow (Monday) It's possible your account was hacked.

If your primary shipping address was changed without you being the one doing it your account has been compromised. You need to change your password immediately. You might call support for help as well. Once you get everything settled you should go into your account settings and enable 2 factor authentication for extra protection.

That information changes everything.
Do what gwzcomps said;

My first response was based on limited information, it's obvious someone else took control of your account. I would change your paypal password too.

Make sure you run a virus scan and malware scans BEFORE you change your password. AVG, malwarebytes, superantispyware are the 3 I use.
