Thanks, I just ended it. I ended an auction item because a guy from Uruguay kept bidding and I stated I won't sell or ship outside USA. He put two bids and clicking on the user it said this might be a fraud. He then put another bid after I canceled the first ones. So I ended the auction. Woke up this AM to find a charge for a sold item. "Get out of the way if you can't lend a hand, oh the times they are a changing!"

Auctions are different because a buyer has placed a bid and committed to the purchase.

Know that you originally posted about BIN listings. Are you thinking of relisting them that way? If you're asking about Auctions, they're different. I think @coffeebean832 nailed that. Proceed with caution and good luck.

Thanks coffeebean832, I understand the policy now, it's just I didn't do it right. should have opened a case against this guy in Uruguay but I didn't know the policy. My bad. Best way to get an answer from Ebay is Facebook message!

You didn't have to cancel the auction OR put up with this bidder. You had other options, including canceling his bid(s), putting him on your blocked-bidder lsit, and blocking bidders who are located in places you don't ship to.
Sellers are allowed to cancel any bid, and to block any bidder.

Also, I'm still not clear on what happened with the second listing: Did you end an unsold listing, OR did you cancel a transaction in which this bidder returned to purchase your item? Canceling a transaction is not the same thing as canceling a listing. I hope that if you canceled the transaction you chose the reason "Problem with buyer's address"!
