Hi everyone,
sorry if this question has been asked to death, but I don’t know what to do. I want to give this person the benefit of the doubt, but it seems really strange to me. Any thoughts or suggestions?
I got the package, but it was flat, and when I opened it, it was empty. I didn't realize it was supposed to be a roll of coins as I had also ordered an old dime. I cut open the top and sides to see if I was somehow overlooking anything, but it was just an empty package. The top flap was very loose as the picture shows - I think it possible someone affiliated with USPS liberated it en route. Was it insured? I don't know what the protocol is here, but fortunately there wasn't a ton of money involved. Any ideas? Thanks.

Go to your purchase and find the item. To the right click the drop down menu for more action. Choose to Return this item. As the reason choose missing parts and pieces. The seller will have 3 business days to either give you a return shipping label or an instant refund. If the seller does not respond by the 4th business day, you can ask ebay to step in and they will refund you.
You have 30 days from the delivery date to open the return.
Keep all communications with seller in the return claim and do not close the return until you have been fully refunded.

Yes that does happen. Those peel and stick flaps can't be depended on. You must also use good tape.

Instead of speculating about what may or may not have happened, why not just open an item not as described case?

The roll of coins could well have been pushed out of the envelope when going through some postal equipment. [There's no need to suspect a USPS employee of liberating the item, as this happens frequently when an envelope is 'weak' or hasn't been taped up well.]
Just file a 'return request' from your Purchase History ... choosing 'Doesn't match description or photos' as the reason for the request. [Other reasons work as well, but this one will always work.]
If the seller doesn't provide either a prepaid return shipping label OR a full refund within 3 business days ... then go back to your open request on Day 4 to ask eBay to step in. eBay will do the rest.

I would do an eBay claim and return the package as 'item not as described' to the seller.
It's the seller's fault...if anything fell out...it wasn't securely packaged.
I wouldn't even bother to email the seller.
I have never lost anything in the mail for years.
I kinda trust the USPS post offices and mail people.

It looks like you opened it. It will be very hard to prove it arrived that way. Open a claim as NAD not as described. If that fails your only recourse will be to leave negative feedback as poorly packed.
