Ebay vs paypal

Hello, With Ebay trying to remove or compete with Paypal as a payment options, does anyone think EBAY is charging higher fees than Paypal is? AND, I cannot seem to find the breakdown of the Ebay fees when paypal is not used to make a payment

Paypal always charged about a 3% fee.

 

Ebay always charged a 'final value fee' averaging 10% (varies from nothing to 12+ % depending on category). 

 

Now, ebay charges both fees, about 13%, but there will be no Paypal Fees.  (again, varies depending on category of item being sold)...but overall, it's about the same.
